Does the Emperor Dalek use its eyepiece? It moves it about but the camera always focuses on the actual monster. Was the emperor the Emperor in the war or was it just some random dalek that fell through time to make his own race of Daleks?

Well, there are theories! (Imagine that...)

The ones I have heard are:

The Emperor Dalek is the Emperor Dalek from The Evil of the Daleks.

The Emperor Dalek is Davros (Proofs: Davros' experimentation with turning humans into Daleks in Revelation of the Daleks and being known as the Emperor in Remembrance of the Daleks).

The Emperor Dalek is the Dalek featured in Dalek (although Rob Shearman, the author of that story, says that isn't true).

There's no substantial evidence that any of these theories are true (nor to answer the actual question you posed, Charlie).

I hope its not Davros. He lived too long (seems like he lived 10000 years or something) and that would ruin the errieness of Revelation

I'd be surprised in the Dalek Emperor is ever revealed as being anything but the Dalek Emperor - assuming he ever appears again! But fans will speculate forever... on any topic.

If the Emperor Dalek was Davros, you'd think he'd have actually learnt his lesson by now - don't play around with Daleks! (Admittedly he isn't hoist by his own petard in this story, but still...)
