Found out that Stanley Kamel died last month from a heart attack at the age of 65:

Kamel played Dr Charles Kroger in Monk.

He once appeared on Star Trek in an early episode of Star Trek: The Next Generation called Where No One Has Gone Before in 1987.

Other roles included episodes of Beverly Hills 90210 and Melrose Place. For the latter one of the episodes he appeared in was called The Doctor Who Rocks the Cradle. I guess that was the close he ever got in being one of the actors who appeared in both Doctor Who and Star Trek. (Also former DWM editor Clayton Hickman in one of his editorials said that Monk was like Doctor Who without the monsters and aliens.)

Rest in peace, Stan.
