Campaign by Jim Mortimore featuring the First Doctor, Susan, Ian and Barbara was a book that was rejected for publication by BBC Books. It was self-published in 2000.

I have now discovered that it is now available for free as an ebook over at the New Zealand Club website:
http://nzdwfc.tetrap.com/archive/campaign/

The description on the blurb looks very interesting.
