This has probably already been asked, but here goes:

When does Episode 4.0 air in Australia, and when does Series 4 commence?

Or is everyone in the dark as much as I am?

If it's anything like the schedule for series three, we'll probably get it in/around June, starting with the Christmas Special

I don't think anyone even knows when series 4 will be broadcast in the UK yet...

This came from a reply to The_Captain at the Doctor Who Forum from Laura Whelan of the ABC:
"Thank you for your email about Doctor Who.

I will ensure that your suggestion regarding sci-fi programming is forwarded to the ABC2 programmers. At this stage, the ABC does not have the rights to show any of the Doctor Who spin off series.
The ABC is yet to acquire the broadcast rights to the Christmas special or the fourth series of Doctor Who. The process for buying program rights can take time. I am sorry that I cannot provide more information, but hope that you can be patient during this process. I can assure you that the ABC is aware of interest in Doctor Who.

As with the last series, we are likely to show the Christmas special followed by the new series. The fourth series is still in production. You may wish to visit www.abc.net.au/tv regularly in 2008 for updates.

As I have highlighted in bold it looks like The Sarah Jane Adventures is still in limbo of when it will make its debut on Australian television.

Is it just me, or does it appear that the ABC feels that there isn't too much interest in Doctor Who? That it's still at cult level rather than mainstream, as it was from the 80's through to the onset of the new series?

Rose was broadcast 26 March 2005.

New Earth was broadcast 15 April 2006.

Smith and Jones was broadcast 31 March 2007.

So, yes, the UK broadcasting dates show a late March/early April pattern - but there's nothing that requires them to.

Will they show Doctor Who while Torchwood is on the air? Series 2 of Torchwood should be have its last episode broadcast on 9 April 2008. There's nothing to stop both shows being on the air at the same time, assuming that the production crew and facilities are able to meet the production of post-production needs of both shows. That includes the facilies of The Mill, who do the CGI effects.

However, I wouldn't be unduly surprised if there was a gap of up to a month between the end of Torchwood's run and the beginning of Doctor Who. I've got no good reason for saying this, but it wouldn't surprise me.
